If you scroll through this thread to post #16, you will find my post with diagrams and so on. Follow that process and you will find the Weather app within Widgets as illustrated.
That's the difference between the iPad and the iPhone.
I too have a WiFi only iPad and I have the widget. If I tap on the Weather widget it takes me to Safari and connects to weather.com This where the information displayed on the widget is sourced.
