Not sure if this is correct forum.....
Since the newest upgrade to my iPad, I find that swiping up from bottom up
does not bring up that screen of various icons....flashlite, timer, airplane mode etc.
It works fine on my iphone. Both have 12.0.
Can anyone help.
I turned iPad OFF last night but still did not fix this issue?

If you look in Settings > Control Center, it will tell you how to access it. For iOS 12, on my iPad Pro, it tells my “Swipe down from the top right edge to open Control Center.”

Aha.?.... it really helps to swipe down from upper right corner!
Not the centre like before?

Oh dear, the Apple iOS programmers will be so disappointed you found their changed, hidden and non-consistent swipe method so fast and now they will have to go back and see if they can't devise some other way for their next update release to keep all updating users confused.

Maybe next time try closing your left eye and your tongue pressed into your right cheek which might be required in the later version. :Smirk:

BTW: For all the new and specific "changed" iOS 12.x gestures you might want to check them out here unless you have got them all sorted out already:
How to use the new iPad gestures in iOS 12
https://www.cultofmac.com/554433/new-ipad-gestures-ios-12/

PS: while there, check out their new "Apple secret iOS gesture-making machine".

PPS: Where one starts swiping, i.e. on or off the iPad edge or just the screen area can also make quite a difference in the results (if any) it seems.

Also, maybe check this out:

Thanks for the humour, I enjoyed it and thank you for the link to other quirks that Apple has thrown in the basket.
