The unsyncing iCloud

So I've got a client who has approached me about an issue he is having with his contacts not synchronizing between his iPhone 7 plus and his ipad (think its pro but can't remember off the top of my head).
All of his contacts are on the ipad, he is signed into his appleID, iCloud is turned on and the switch for contacts is also turned on. Verified that the iphone is connected to the same appleID, iCloud is turned on and the switch for contacts is also turned on.
Both are running the latest version of iOS.

So far I have cycled the switch for contacts in iCloud on and off to see if that would push the contacts to sync but didn't have any luck. The only contacts on the phone appear to be one it has pulled from this clients exchange server as they are only numbers to do with his company.

Anyone else have a similar experience?

Are the contacts there if he logs into his account at iCloud.com? If they are, then the issue is coming down to the iPhone, but if they are not, then it's going up from the iPad.

Well unexpected twist....
When I go in and check the contacts in icloud it lists a grand total of three of them..... :|
Fairly certain these 3 contacts are listed on his iphone and I'm getting them to check and see if they are also on the ipad

Wouldn't/Shouldn't iCloud be able to see those contacts regardless? I thought when it came to contacts, it is all or none.

I've had the same thing happen with contacts. (I sync contacts between an iMac, 2 iPhones, and a iPad Pro.) For some unknown reason there are times when iCloud refuses to sync. I usually can get things working again by accessing my iCloud account contacts.

One thing that will upset the syncing is if you have changed the password or are asked to verify the password for your Apple ID. If that occurs, I find that it becomes necessary to sign in again to each device with your Apple ID and password.

This might not be everyone's experience but it has certainly been mine.

If it's on the iPhone or iPad and syncing, it should be at the iCloud.com site. If not, it's not uploading from either device. I would suggest rebooting both devices, then logging out and back in to iCloud on both, then check to see if the website sees anything changing. If not, I'm out of suggestions.

I will get him to give that a try and watch if the contacts decide to upload onto icloud, thanks guys
