Trying to set up new IPAD 10.2 7th gen

Hello, I have a new ipad 10.2 7th generation with IOS 13.1.1 . It has 128 GB. When I first turned it on it asked me if I wanted to use my iphone 10 to set it up. I clicked ok and an image came up asking me to position my phone's camera over it. I did and it started to transfer my information But the screen "setting up your Apple ID" with a little spinning wheel has been running for over 24 hours. I can't get past that screen.

I think you mean your iPad came with iPadOS 13.1.1 not iOS. The latest version of iPadOS is 13.3.

Start over and install iPadOS 13.3 either over the air or you can attach your iPad to your Mac or PC (whichever you have). If attached to a PC, you can install iPadOS 13.3 with iTunes. If you have a Mac, you can install iPadOS 13.3 either with iTunes or from the Finder (depending on which version of macOS you have).

Do not use your iPhone to set up your iPad. Going from iPhone to iPhone (when setting up a new iPhone) works fairly well but I would not use that method to set up a new iPad.
