SOLVED thanks to a loooong session with Apple support.
A few years ago I lost my iPad. There was an iPad with my name on it in Find my iPad/iPhone so I deleted it thinking it was that iPad. My wife's mini iPad, which may have started off life as mine, now requires reactivation. I've entered her user name and password, which works on her iPhone and iMac but it isn't recognised.
I've tried to back it up from a previous backup on her iMac but again her user id and password are not recognised.
Needless to say I will be in deep trouble if I can't resolve this! Help!
I've now logged on to "Find my iPad" on my iMac. It is showing my wife's iPad but says it is offline although it is showing a wifi signal even though it is deactivated.
