iPhone - iPad contacts

Not sure if posted to right forum....

Am enquiringly for a friend cuz I cannot figure what to do.

We setup Her iPad Air with her iphone7 nearby. All seemed to go ok except we noticed some Apps on iPhone did not transfer over to iPad. So we just installed from App Store again.

More importantly her contacts on iPhone did not go over on the iPad.

We googled and followed the directions going into settings, iCloud and scroll down to contacts and apparently you should be able to click merge and everything will work. But on both iPhone and Ipad the contacts cap is green and turned on. If turn contacts slide to off.....pop says do you want to delete... of course we don't so turned back on again.

I just don’t know what to do to merge these contacts. I’m leery of doing anything as I don’t want to lose the contacts she has on her iPhone.

I don’t think she’s done any back ups either in iCloud or iTunes or she doesn’t know if she has and I don’t know how to check.
Can anyone give me some very basic instructions.

If we can’t get working she’ll have to get a tech to work on it for her. I’m just trying to save her some money

Hope someone can help!

If you go into Contacts, and select "Groups", does it show that some of the contacts are "stored on this device" only?

In contacts there is only 1 person and no option groups!

Thnx for tip on any trans..... my friend is not tech at all and is on low income so would not want to pay for this app.
I will be leaving her tomorrow so won’t be able to help.
Thanks I will keep researching.
I am not familiar with backing up her contacts on iPhone and don’t want to cause any problems with that. I shall check iCloud.com and see what is there. One would think if all her contacts are in iCloud, they would simply sync with iPad but they did not.
iCloud is setup on both devices.

It is her life line!

Thanks all....I am back home and not with my tech challenged friend....she will have to get help another way.
Tho was just reading about air drop....if her iPhone is nearby, can airdrop contacts to iPad....or so it seems!

but again, I am not there to walk her through it.
