Photos upload on iPhone 6 Plus

Look in the google photos app settings. That will tell you the folders it’s monitoring. Then you’ll know where you’re Photos are.

The photos have been located in 'Downloads.' So is this an issue re the settings on the iPhone or on the MacBook Pro?

The phone shouldn't have any control over that. Check the setup of your Photos app next to see if IT might be the culprit.

Neither photo stream or Photos (according to your screenshots) will put images into downloads.

So that you have control I’d strongly suggest importing via photos with a cable, iCloud sync to the photo library, the image capture app with a cable or an app like photo sync.

For the ones currently in downloads drag them into photos to add them.
