Private wireless backup and storage options

I have a 2017 MacBook with 256GB of storage. I’m trying to figure out a way I can connect two portable hard drives I have to a router, with one for extra storage with a folder on my desktop and the other for wireless time machine backups. I have found the latest Airport Extremes on OfferUp for as little as $40 in working order. No matter what I do, that or Time Capsule, I want to make absolutely sure no one else of the many people in my household can access the files on neither the storage drive nor time machine drive. Are all of these things doable?

If you already have a different WiFi network for others to use. Then create a new WiFi network with a new access point that only you connect to. That should isolate you from others for all the access.
