I have an older 5C that I only use on wifi these days - Am I able to use the phone in my car that supports carplay or does the phone need to have an active cellular connection (an active SIM) to work in the car? I don't want to use it as a phone at all - Just want to project the maps onto the "big screen" to use as a navi. Thanks

Have you read and checked some of the requirements?:
Set up CarPlay with your iPhone
https://support.apple.com/en-ca/HT205634

I'm sorry I don't know much about how the whole setup works or other requirements.

But I'd do some checking on some navigation apps with maps etc that can be saved and stored on the iPhone when at home for use when traveling in the car. Then no cell or wi-fi connection should be required I would think.

Maybe do a google search on "iPhone carplay navigation' etc. i.e.:
