I have scanned a churchyard plan as jpeg and wish to add some road names which I need to rotate to lie along the road. How can I rotate text and keep jpeg file/

Preview will do that. Go to Tools > Text, and add the text you need.

This will give you an idea how it is done. It's a few years old but the process hasn't changed much.

With the text typed out, grab one of the "handles" and move it to the other side.

Sorry to labour this but by handles do you mean the two blue spots each side of text box? I can move it anywhere around the page but how do I rotate it thro' an angle from 0 degrees to 90 degrees?

This is what it says in Preview Help - but I couldn't get it to work...

" Rotate and modify shapes added to a PDF

After adding a shape to a PDF or to an image using the Shapes tool in the Markup toolbar, you may want to rotate the shape or change its sides or angles.

Rotate a shape: Select the shape and place the pointer over it, place your thumb and a finger on the trackpad, then pivot them around each other as if you’re turning a jar lid. You can even Shift-click to select multiple shapes and rotate them together."

Did you have the needed text typed out? There are two handles on the left and right, take the left handle, and move it to the right, then text should become vertical. At least that is how it worked on my mini running macOS 10.13.6 and Preview 10.0.
