I’m sorry to read what you’ve posted.
If I may, there are one or two things you said which bear re-examination.
You can, in fact, get your music synced with iCloud without Apple Music. If you use iTunes and keep your music there, you can sync all the contents of iTunes to iCloud via iTunes Music Library, found in iTunes Preferences.
As regards iOS 13, it is compatible with iPhone 6S and above.
I don’t think iTunes is the worst piece of software ever etc. And it’s no illogical. May I be bold enough to suggest that you have not given it a fair chance - perhaps not read the numerous articles about iTunes and how to use it?
Of course it is not universally praised and there are many other Music Player apps available, but that still leaves millions of contented iTunes users.
And why go back to Windows on this one issue? And Android for that matter? As a 10 year user of Apple products, have you not found their security, privacy, and Operating Systems to be sound and generally robust?
My response isn’t intended as a rebuff, nor do I mean any offence. I’m simply saddened by your post.
Can we not help you in some way?

Don't worry, when macOS Catalina (10.15) is released iTunes will no longer be part of it. I'm just warning you in case you need it with your iPhone 6+.
@IWT, iTunes Music Library works with Apple Music, Turn on Sync Library with Apple Music - Apple Support.-- Bob --

Of course, Bob. You are correct. iTunes Music Library works with Apple Music but you don’t need Apple Music at all to store your own iTunes Music in iCloud.
That was the point I was making. I don’t have the time or patience to listen to enough music during the day to justify an Apple Music subscription, but all my iTunes music, purchased and added via CDs is stored in iCloud.
The OP said they couldn’t get their music into iCloud without subscribing to Apple Music which is not the case.
I’m just sad that the OP wants to abandon Apple entirely after ten years when there are ways of we could help him/her to get better use out of the system.

Perhaps if we had a better idea what the OP' s having issues with we could provide more assistance.
I can tell you from experience that there are some aspects of iTunes that can be maddening until you understand why a problem is occurring.“Hard work beats talent when talent fails to work hard.”

Hi jtkeep,
Yes, as I said in post #2, you need 6S or above to get iOS 13, officially.
I have zero experience of "forcing" an iOS on to an iPhone that is officially unable to run it. This goes for Beta versions as well.
I have a deep sympathy for folks who have an "old" iPhone which works perfectly, but is stuck at, say, iOS 10, 11 or 12 and they cannot afford to buy a newer phone.
The problem is that if one doesn't keep all parts of the Apple ecosystem up to date, you end up with phones that can't be synced with Macs, that don't work well with newer versions of iTunes, that don't permit downloading photos to the Photos app - and so on.
This applies to Windows and its associated products too. It's the world we live in - not just change, but extremely rapid change.
It would be nice to know which other Mac products you have and which macOS they run. Give us a feel for ways of advising you
