Finder error message "error Code 1407"

I am running Sierra 10.12.6
I was attempting to drag and drop approximately 512,000 files from one disk to another.
Both disks are FAT32
None of the files are larger than 300K (typical size is approx. 200K)
After about 45 minutes an error popped up saying error code 1407
I have looked through other issues on here and found none of them pertained to me.
I was a little pe'od as this should have been a no-brainer of an issue.
I then tried folder by folder copy and no issue.
So there seems to be some limitation of the finder to try and copy so many files as when I broke it down into several segments there was no issue.
I hope this isn't an issue with the finder as I am sick and tired of the bugs in Sierra. Has anyone else run into this type of issue and if so how did you fix it?

I'm not going to go near why someone would even attempt doing such a thing — drag and drop approximately 512,000 files from one disk to another. Utterly unbelievable to me.
I hope this isn't an issue with the finder
