Screen touchMy ipad is currently 13.2.3 and it seems that with each update, I’m having to “double tap” the screen to open anything or just to navigate. Sometimes it takes more than 2 screen taps to get it to do anything. It never used to be that bad. Any ideas or is it operator error?

Could be dry hands...could be dirty/greasy display... or a combination.
Here are some common touchscreen "human" related issues (taken from the linked article):
"People whose fingertips don’t conduct electricity as well have a harder time using capacitive touch screens. Factors that can thwart capacitive touchscreen technology include:"
Thick calluses
Dry hands
Gloves

I generally use a stylus on it. I never thought dry hands would be an issue, interesting...It’s maybe 2 years old and never dropped. From the double post, it maybe operator error

I also usually have to use a good stylus to get them to work and respond properly as I essm to lack proper capacitance, and using a trackpad is almost impossible until I remember a trick a Mac Guru told me one day years ago, and that was just to breathe onto the fingers, which I guess adds a layer of moisture and increases the capacitance. It seems to work well, at least for me and him.
