On my 8 Plus, the update had no issues.

The 6s on the other hand, it cannot connect to the app store with cell connection; brings up this warning:

    cell data connection.jpg

Note the LTE connection in the top, left corner. The iPhone has no issues with phone call, text, email and browsing the web. Enabling WiFi make the app store available.

    This can be replicated consistently.

Maybe the next update fixes it...

But do you have data turned on over Cellular? Settngs/App Store under Cellular Data is App Downloads where you have three options: Allow Always, Ask if over 200KM and Always Ask. Not sure how that interacts with the Cellular system but worth a check.

EDIT: Also, LTE does not guarantee you have the feature enabled. For example, if you are roaming but connected LTE, and have de-selected the option to use Roaming data, you get what you are seeing.

I messed up and posted to the wrong thread. The actual iOS version for both iPhone is 13.1.3, my apologies...

    The short answer is yes...

The iPhones have the same cell carrier, the cellular data is on and data roaming is disabled. Both services include unlimited data plans, no need for WiFi being active, unless the updates require that is.

6s cellular data settings for App Store:

8 Plus cellular data settings for App Store:

    8plus app cdata.jpg

At the time of testing, the two iPhones were two feet apart. When they are on different locations, be that together or apart, the results are the same. The 8 Plus has no issues with connecting to the app store, while the 6s does regardless where it is.

In my view, this might be a bug on the 6s and/or just for this 6s. Fortunately, this is not a major issues since enabling WiFi connection at home results in app store connection. I'll update both to the iOS 12.3 this weekend and retest the app store connectivity with cellular data.

PS: I found interesting that the 6s has four bars LTE connection, while the 8 Plus has three pretty much next to each other...

Apple releases iOS 13.2 with Deep Fusion
My, oh my! I just had a look at the list of bug fixes. Deep Fusion is not an issue for me on my iPhone 7 but at least three others out of the list of 10 bugs are. No repeat notifications for messages, Markup annotations not being saved and saved Notes temporarily disappearing.
As for Siri Dictation, a non issue for me.

    @Rod...

The 6s, or the 8Plus have no issues with message notification/Notes on the iOS 13.2. Markup annotations, I don't even know what it does.

Siri is disabled on both iPhone...
