Apple has been using Akamai as a Content Delivery Network for a long time. Akamai has servers all over the world which enables Apple to distribute their content to almost every country and deliver that content without having to make long hops across oceans and continents. I think the problem I'm having is related to this.
I'm not smart enough to figure out just what it is.
What I could do if you're interested is to fire up my VPN, point it to Thailand and then enter that URL with en-th in it - I assume that stands for english-thailand

Got the same as you, but both Chrome and Brave specifically blamed Apple with this message:
This page isn’t working
support.apple.com redirected you too many times.
