Iphone to monitor using keyboard AND mouse
I want to get rid of my internet subscription to save money - So I had an idea that I could connect my iPhone 5S 12.1.4 to my Dell monitor and use my iPhone's internet connection to display on my monitor - But I want to connect my keyboard AND mouse to my iPhone so I can see what's on the iPhone displayed on the monitor - I have a wireless keyboard and mouse that connect to the computer with a USB receiver chip (not Bluetooth) Mac mini 12.14.3 Mojave - Thanks for your help

So I had an idea that I could connect my iPhone 5S 12.1.4 to my Dell monitor and use my iPhone's internet connection to display on my monitor -

Before you get too deep into your changeover and dropping your Internet subscription service, have you checked into what your cellphone data cost would be or any other limits???

As for your other question. maybe have a look and read here:

I don't know if it's even possible to connect your keyboard AND mouse to your iPhone to control it.

But maybe it is, check this out:

And some other hits and suggestions:

I'm just wondering how you plan to update your OS and apps on your Mini without an Internet connection. Are you planning on taking your Mini, monitor, keyboard, and mouse to an area with public wi-if every time you need to update?

And if you do, ALWAYS use a VPN.
