Why can't a friend look at a Photos album I've tried to share with him ? Does he have to have a Mac ? If not is there a work around solution ?

They definitely need an iCloud account. They would need to sign in to it on their winOS PC. Then you would need to share the photos with them.
Please backup. Everything has a life cycle, unexpected and warning free. Nothing will last as long as you want it to.

Ah so thats it f ! An iCloud account. He probably doesnt know what that is. I do have one and imagine its just a memory bank in the sky where all life lives. How shall I explain to to him what it is and how to sign up for it ?
    Sorry to be a nuisance.

Well, if they use iTunes, they may already have an Apple ID, or iCloud account? If not, they can go here, https://appleid.apple.com/account#!&page=create, to create a new iCloud account.

An Apple device is no longer required to have an iCloud account, and like I said if they had an iTunes accountt, they may already have an iCloud account?
