how do I get my G3 300 to a G3 400?

My old board got zapped, and my new board only reads 300mhz of my 400mhz. How do I correct this? I don't want my computer lying to me. I also got the same problem with the memory, I got a single 512mb stick installed yet it only reads half. Am I doing something wrong?
