A tv station gave my friend the clip which was on the local news in the following form: VIDEO_TS.BUP, VIDEO_TS.IFO, VIDEO_TS.VOB and, VTS_01_0.BUP, VTS_01_0.IFO, VTS_01_1.VOB. I have a button on her page ready to link to...what? Should I use VIDEO or VTS? Should the button link to a folder containing all or to one of the components only? The clips are DVD movies...can everyone see them if I do manage to get them linked and properly uploaded?

Those are files you find in the VIDEO_TS folder of a DVD. I don't know that can be used separately. So maybe try placing the the files in one folder, maybe named VIDEO_TS and use Handbrake to create an H.264 file that you can use from your link.
