Resizing scrollbar and title bar

In windows, I can resize the width of the scrollbars and the title bar. I've been looking for this functionality in Mac OS X with no luck. I need to make them bigger.

What Scroolbar and what title bar?

The scrollbar is the the bar on the right side of the window that you drag up and down to scroll down a page.

The title bar is the bar on the very top of a window that has the close/minimize buttons and the title. The title right now should say "Resizing scrollbar and title bar - Mac-Forums".

I think he means the scrollbars and title bars universally used in all applications..
I don't know how else to explain it...
I know how to do this in windows, don't think it is possible in os x
