memory issue...

iMac Core i5(3.6 GHz) 8 GB RAM, MBP C2Duo(2.4 GHz) 4 GB RAM, MB C2Duo(2.4 GHz) 2 GB RAM
I'm just wondering, I have 2 gigabytes of RAM but sometimes when I have next to no apps running my activity monitor says I have between 5 to 20 MB of RAM free... does this make sense at all? Maybe I just dont understand the difference between active, in active and free. I know active means my comp is using the RAM and free means just that, its free, but whats inactive? And why is all my RAM inactive?
