This is one of those answers that will have people nitpicking the definition of high def, but if you are looking for a non technical answer, yes, it is.

By yes I mean, the screen is in a format more alligned to 16:9 than to 4:3 but it won't be the same resolution as you would get using an new HDTV as a monitor.

as far as the whole 480, 720p, 1080i and 1080p categories where does it rank? comparatively

I guess they are technically somewhere between 720 and 1080. That number simply reflects how many lines the screen has vertically. It is the second number in resolution. So, the 15.4 inch would be 900.
