Wow, that's terrible. I foresee serious backlash followed by at least one modification to this "law". I mean, you can't even back up what you own in the event of a natural disaster or something. If you buy something on iTunes, does that mean you can't put it on your iPod? It has to stay on your computer forever? And if you buy a new computer, you have to transplant the hard drive or lose everything you bought? If you follow such a law to the letter, that's what it basically amounts to.
