poor video quality. its all "pixaly"

i have some .avis and they have that pixaly defect that i would like to get rid of. how would i do this?

15" MBP 2.0 GHz, Core Duo, 2 GB Ram
encode them from the source at a higher bit rate. Compression defects are going to happen anytime you compress a file. The bigger you are willing to make it, the cleaner it will look.

If you don't have the source, not sure you will be able to get rid of the defects from the .avi itself.
