iMovie HD and Police Car Chase

High, I'm trying to make a video that makes it seem like I am in a police car chase, and I am taking a clip from YouTube, but it doesn't have any of the CNN-style banners at the bottom, and I was wondering how I could add them in using iMovie HD.
