.sea file extension

I'm trying to a program I got from a teacher which has a .sea file extension. How do I open this? When I run it in OS 9, it gives me an error code 39. When I run it in OS X, it asks me to choose the program to use to open it.

Download StuffIt expander (www.stuffit.com) that should be able to open the file

Shouldn't my mac be able to open this file on its own or shouldn't there be something free (ala winzip, winrar) to decode this file rather than paying $70 to use it?
