short .mpg video to .gif?

i took a small (2.2megabyte) video with my digital camera. id like to convert about a 1 second part of it to a .gif file frame by frame. how should i go about doing this? also, how would i do it if i wanted it to run backwards? i dont have any extra software except that which came with my ibook G4. so if i need final cut pro, for example, im SOL.
