Getting round URL blocking on our network

Hi guys

Not quite the most appropriate forum for this

I'm the admin for a small business network and have been logging web use for a few years.
Under the request of our director after he's seen enough of the printed reports or web use, he's decided that he wants certain sites blocked.

I've implemented this, but it seems a few mac guys are getting round this.

How are they doing this?
What are there options?

All our machines are OSX Panther only.

Any ideas?
