Split and Combine Files - Any Freeware?

Looking for freeware (or shareware or cheap software) to split and then combine files. Preferably into RAR files or something easily recombined on a windows machine.

any suggestions?

i use a program called RarMachine. It works pretty well

I've never found anything better than MacPAR Deluxe. It's donationware.
