AppleWorks feature in TextEdit

G5 1.8GHz, 3GB RAM; Macbook Air
In AppleWorks, you can press control-up or control-down, and it moves that line of text up or down one line. How can I make it do this in TextEdit?

I don't think TextEdit can do that. It would be a reason why TextEdit is a simple free text editor while AppleWorks was commercial software.
