Bought a new iPhone and am looking to sell my old one. I reset the old phone but I don’t remember if I signed out of iCloud first. Is that going to be a problem? Do I need to go back and restore the old phone to sign out of iCloud or does the factory reset take care of that?

The factory reset basically wipes out all stored information including your credentials used to sign into iCloud. So you don't need to do anything else. The phone should currently be sitting that greeting page when powered on saying "Hello" in different languages.
