Safari is frozen

21.5 inch iMac, 2017
I am using a 2016 iMac, OS 10.12.6
Safari is frozen in the on position. The "quiy Safari" option is grey (unavailable).
How do I recover the quit option??

Use Command-Option-Esc and Force Quit Safari

Quit all other open apps, and then restart your iMac.
