Moving regions more precisely in GarageBand 10.2.0

I am using GarageBand 10.2.0. In a previous version, there was a slider or drop-down menu that allowed you to select how fine an increment a region could be moved by (all the way down to a 1/64 note length). I can't find this option in 10.2.0, but surely it must be there. Where is it? Whatever the default is is not precise enough, so I'm unable to "butt" two regions flush together when splicing. There's either a small gap, which of course sounds bad in the recording, or an overlap that throws the beat off.
