I try to create a parental controlled-account, on both an OS-X Maverick and OS-X EL Capitan MacBook, but in both cases, the new account is always an administrator, and I cannot put any controls on it. What am I doing wrong?

Welcome to our forums.

Parental Controlled accounts must be created by an Adminstrator Account and will be created as another Administrator Account. That's the way they work. When the new Admin Account is created, click on the lock at the bottom, enter your password, and then click on "convert this account to parental control".

I can get an administrator account to also list as a controlled account, but I cannot use any of the parental controls on it, because it's still also an administrator account.
