Is there a delay when deleting photos from iCloud?

My iCloud is getting full, and rather than getting more storage, I thought I'd clean up what there. By far, most of my iCloud storage is photos. I deleted well over 100 photos, but when I checked my storage the next day, I only gained about 100 MB. I was expecting more. So, I'm wondering, even tho deleted photos disappear from iCloud immediately, is there actually a delay of a couple of weeks like there is in Mac Photos?

Depending on which iOS version you are using, there is a "recently Deleted" folder that the pictures are moved into before they completely disappear.
