Apps cannot see iPhoto pictures (Broken link?)

Hi, after some help.

Running El Capitan 10.11.6. - When I connect any of my devices to iTunes and select photos it does not link to my iPhoto library where I have thousands of pictures. Similarly if I'm using an app and it asks to browse my photo library it won't connect to iPhoto (The options to select photos is greyed out).

This issue only started to happen when I moved from an old iMac to this newer one. I do not use the cloud to backup but a portable HDD.

How can I re-establish the link between the iPhotos and itunes/apps?
