That's 20 Mbps down and 5 Mbps up. Your upload speed is likely fine and for basic surfing and stream of videos and so on the down is fine as well. Where you'll run into issue depends on how many devices you will have on the network in your home sharing that bandwidth. Additionally, if this is a cable-modem type service, then you might be hindered with other people around you as well.

Lucky you are not in rural Australia. I get 7Mbps download and 1Mbps upload and El Capitan, and even mac osSierra copes with that so you should be great!

Your OS "doesn't care" what sort of transfer speeds you have, or whether you're connected to the Internet at all. Transfer speeds are important based on the kinds of things you're planning on doing on line. Streaming Netflix will be perfectly fine with those speeds. Streaming Netflix for 30 people all on their own devices would have some trouble with those speeds.

Email and general web browsing are fine with about 5Mbps down and 1Mbps up. When everyone was crying that they needed 25/5 speeds, I was running a 2Mbps DSL connection and doing just fine (and I WORK with technology and have to download a lot of stuff). Now, when everyone is complaining that they can't get 300Mbps downloads, I'm running a 75Mbps line supporting four people, a smart tv, two smart DVD players, and a total of 5 iPhones, four iPads, two MacBook Airs, and an iMac Retina.

As long as your provider is actually achieving those numbers, you will very likely be quite happy.
