Bottom ram card in mac pro meant to light up?

Hello currently having some ram issues. Just wondering if the bottom ram car is meant to have lights on it like the top one? There is ram installed

Not good. Have you tried removing the module and reseating to make sure everything is properly seated? And the memory cages and modules can fail. If you have the original discs, run Apple Hardware Test full diagnostics which includes checking out the memory. Have a read of this from Apple Discussions:-
