I have a friend who has decided to make the Mac plunge. She is most concerned with using MS Outlook. I know that those good folks in Seattle have an Outlook for Mac service, but it is $6.99 a month. Is there a way for her to convert her Outlook files to some Mac program?

She can purchase MS Office for the Mac 2011 Business version which includes Outlook for the Mac. Her Outlook Windows files can be converted to the Mac version and continue to be used. No need for a subscription service.
Or, she can convert her Outlook Mail to Mac Mail and use the built in mail client for OS X. Also, MS will be publishing a new version of Office for the Mac probably later this year. And by the way, the subscription service for Office 365 and Outlook includes both Windows and the Mac.
