Welcome to Mac-Forums..
That program is a Windows-only application and will not install or run on a Mac. The first thing I would suggest if you are starting out new in creating a new website is to find an application that is native to the Mac.
If you have existing stuff you need to continue to work on, your options are to see if you can run this application within WINE. If that doesn't work, then you might have to go down the virtualization route with VirtualBox (free) or Parallels/VMWare Fusion ($80) and then grab a copy of Windows 7/8 ($200 or so) and install this software on there..
If you intend to work with Macs for any length of time, you're probably going to be better served finding a native app though..
