using virtual pc

Mac Pro 2.66GHz Quad, 1GB RAM
If I wan't to run a pc program with virtual pc do I first have to emulate a windows OS or can I just emulate the program?

You have to have some kind of operating system on it, be it windows or dos or linux.
Otherwise the program cant run.
