Switching the Control and Command Key

Hey everyone, I installed Windows 7 on my Mac a while ago and have one thing that really annoys me. The switch between using the control and command keys. Is there a way to switch the control and command keys in Windows 7? So instead of pressing control c I can press command c. In Windows the command key is mapped to the start menu key. I would like to make the control key the windows key and the command key the control key.

I tried that before but it just made both of them the windows key. I tried rebooting after like it said and it still didn't work. Thanks for your help!
