Hey guys, so I was editing once and had this awesome effect in my video, but not sure what it is?

I had taken a screen caputure at the time I was using it, but now spent ages trying to apply all sorts of effects with no luck in finding the one in the image.

The effect I'm looking for is the green blur windy looking effect surrounding the person in the clip.

I also have FxFactory and Lucas Light Kit additional effects.

If anyone could help me out, would really save me a lot of time and hassle.
