The application Preview can't be opened.
I can't seem to open PDFs anymore what di dI do?

Is there any more to the message you get?
Are you getting this when double-clicking on a pdf file trying to open it?

Is Preview in your Applications Folder?

Do you get any sort of error messages?

In the meantime, you can download Adobe Reader and use that to read PDFs.

Highlight the pdf file you want to open> hit command+I (stands for get info)
This pops up:

Make sure that Preview is selected. If it is not, you can drop down that list and choose it from "other" if it doesn't show up in the list, as such:
