How can I hookup a 15 pin vga monitor to my Mac Pro tower?

Depends what video ports your Mac Pro's video card has. If for example you have DVI ports...then you need a DVI-VGA video adapter.

p.s. Of course this begs the question why the heck in 2012 you would want to plug a VGA monitor into an expensive Mac Pro computer...but that's up to you.;)

I will mention...that if you're talking about a CRT based VGA monitor...the adapter you need will cost more than the monitor is worth.
