is there a program that can split a song into smaller sections? i have a long mp3 and want to cut it into smaller pieces.

Garageband.

Convert the song to AIFF using iTunes. Import into GB, cut away, export to iTunes.

Actually there's a much easier way to do it. If it's an MP3 file goto MacUpdate.com and download MP3Trimmer. It's a great program!
