Downloading user files FROM iPad

Is it possible to move say, user Pages files, from the iPad to a PC or Mac?

Sure!

You can of course e-mail them to yourself, but a better method is to use what I call a "cloud waystation" -- ie, Dropbox, Box, iCloud etc.

The latter one, iCloud, is free and offers 5GB of cloud storage for specifically syncing iWork documents, so that's the one I'll recommend.
