Why does FCE keep cropping video!??!

I've been having an annoying issue where final cut express is cropping off the bottom of my videos and letterboxing. This whole time i thought it was because i didnt set the aspect ratio to anamorphic, but thats not the case at all!! I selected the video in the sequence window and dragged it to the top to confirm that it was cropping.

Has anyone had this issue before?
