I recently got my new ibook G4 Apple laptop computer, and was wondering if Visual Studio.Net can be installed on Mac OS X version 10.4.2.

No, VS is exclusive to Windows. (For that matter, so is pretty much anything you could do with it.)
XCode, Apple's IDE, should have been included, probably on CD.

As far as I know .Net is Windows exclusive, so are all the Visual languages (Visual Basic, Visual C++, Visual C#, Visual J#).
No way to use those on a Mac.
With Xcode you can develop in C++, Objective-C and Java.

Also....you can try Eclipse and download the correct plugins (assuming you know how to use it), or like mscnin said, try Mono.
