If I have an iBook G3 900mHz running Panther with the maximum 640MB RAM, should I be able to support an external DVD burner?

Easily.
Make sure you buy the Lacie one, the iomega sucks I have it, its usable but it comes with crappy software so I had to buy roxio's popcorn. Also theres an application to make a non-apple dvd burner work with idvd if you want it.
